Name FAO/WHO Coordinating Committee for Near East
Terms of Reference (a) defines the problems and needs of the region concerning food standards and food control; (b) promotes within the Committee contacts for the mutual exchange of information on proposed regulatory initiatives and problems arising from food control and stimulates the strengthening of food control infrastructures; (c) recommends to the Commission the development of world wide standards for products of interest to the region, including products considered by the Committee to have an international market potential in the future; (d) develops regional standards for food products moving exclusively or almost exclusively in intra regional trade; (e) draws the attention of the Commission to any aspects of the Commission's work of particular significance to the region; (f) promotes coordination of all regional food standards work undertaken by international governmental and non-governmental organizations within the region; (g) exercises a general coordinating role for the region and such other functions as may be entrusted to it by the Commission; and, (h) promotes the acceptance of Codex standards and maximum limits for residues by member countries.

CCNEA8 was attended by 10 member countries, 3 observer countries, one special observer country (Palestine) and 4 observer organizations and representatives from FAO and WHO.

Objectives - Within the framework of the Joint FAO/WHO Food Standards Programme, the purpose of the meeting was to consider:

  1. Matters arising from the Codex Alimentarius Commission and other Codex committees;
  2. FAO/WHO Activities relevant to the region, identification of priorities and capacity development needs including updating on the successor initiative of the Codex Trust Fund;
  3. Revitalization of FAO/WHO coordinating committees - proposals on strengthening the role and platform of RCCs;
  4. National food control systems and consumer participation in food standard setting and use of Codex standards at national and regional level;
  5. Proposed draft Regional Standard for Dough;
  6. Proposed draft Regional Standard for Labneh;
  7. Proposed draft Regional Standard for Zaatar;
  8. Discussion paper on camel milk;
  9. Draft Strategic Plan for CCNEA 2016-2019;
  10. Nomination of the Coordinator;
  11. Other business and future work.

Program Results of CCNEA8 - The Coordinating Committee:

  1. noted the matters arising from the Codex Alimentarius Commission;
  2. noted FAO and WHO capacity building activities on food quality and safety within the region including capacity development needs and the successor initiative for the Codex Trust Fund and made a number of comments and recommendations;
  3. agreed on the need for revitalization of regional coordinating committees and provided comments on several proposals for the revitalization of regional coordinating committees;
  4. acknowledged the information submitted by members of the region on food control systems, consumer participation in food standards setting and use of Codex standards at national level and made a number of comments and recommendations;
  5. returned the proposed draft Regional Standard for Dough for further development, comments and consideration at its next session;
  6. retained the proposed draft Regional Standard for Labneh awaiting the advice of the Commission on the possible amendment of the Standard for Fermented Milks;
  7. returned the proposed draft Regional Standard for Zaatar for further development, comments and consideration at its next session;
  8. agreed to discontinue consideration of a standard for camel milk and that Member countries of the Region interested in this matter could present a paper for consideration by the Committee in future;
  9. agreed with the Strategic Plan for CCNEA 2016-2019;
  10. recommended that Iran be appointed as Coordinator for the Near East by the 38th Session of the Codex Alimentarius Commission for a first term;
    • *    noted the information provided by Sudan on Gum Arabic vis-à-vis the discussion on this matter in the Committee on Food Additives and encouraged Member countries of the region to submit the necessary data to the FAO/WHO Joint Expert Committee on Food Additives to carry out the safety risk assessment when such data will be requested;   *    agreed to consider food quality and safety issues around ready-to-eat pre-packaged salads at its next session;
      *    noted the interest of Lebanon to stand for the candidature of the member to be elected on a geographical basis for the Near East.

Follow-Up: The report has been issued as REP15/NEA. The usual AGDC follow-up action will be taken.
